This policy establishes TAFE SA’s commitment and responsibility for the issuance of vocational education and training and higher education parchments under the authority of the national VET Quality Framework and Higher Education Standards Framework.


TAFE SA students who have completed a part or a whole program of learning that leads to the award of an AQF qualification will receive the certification documentation and the record of results they are entitled to that are consistent with the AQF Qualifications Issuance Policy.


This policy covers the issuance of all AQF qualifications including statements of attainment for national units of competency that are on TAFE SA’s scope of registration, regardless of where and how they are delivered.  

It is an offence under the Vocational Education and Training Regulator Act 2011 to issue formal certification outside of a training provider’s scope of registration. There is a penalty with significant fines for breaches of this condition. 

This policy applies to all TAFE SA staff involved in the design, security, storage, printing and issue of Qualification and Statement of Attainment parchments on behalf of TAFE SA Institutes. 

Data will be reported to relevant South Australian and Australian Government Departments and agencies, including AVETMISS and HEIMS, to ensure TAFE SA complies with reporting requirements and meets criteria for receipt of all available funding.
